A flag is a lasting rule that slipped into the code with nobody deciding it. To close it, tell your coding agent what the rule should be. Once your agent records that decision on the same code, the flag closes. If it sets no rule, close it yourself with glad flags dismiss con_5e1167b56e07: GLAD records who dismissed it and when, and writes no decision.

glad open shows the graph locally in your browser, for visual browsing and observability. Everything GLAD does runs without it, in the background of your coding agent. Teammates open it from their own laptops over https.
